I thought this would come from a wish by the Dragon Balls: Mirage was now the princess, and Jasmine was a naga living alone in a desert somewhere, and nobody would remember otherwise.

At any rate, if Mirage had got that particular wish, Genie would probably remember how things should be, but he couldn't do too much about it. I'd imagine Shenron's magic would be far more powerful than a genie, especially since during the series, Genie was weakened.
