Starfire from Teen Titans.I love this character design. I like both versions of Star (both the comic and the new cartoon rendition).
The pose comes from a talented cosplayer named Keldar . More information about this picture can be read here .
To get into a bouncy, happy mood to draw her I listened to about four hours of Yellow Magic Orchestra (and if you know of that group then you my friend, rock).
