Actually, it doesn't. It's some weird time zone glitch that DA knows about.
Basically, as I understand it, it goes like this:
Person A lives in a time zone that is 5 hours ahead of GMT. Person B lives in a time zone that is 6 hours ahead of GMT. When person B comments on person A's work, it registers it as being in person B's time zone. But it takes the system a while to convert things from time zone B to time zone A. While it's converting, you get these 15 seconds from now things.
