This necklace belongs to Ditzy "Derpy" Doo, the sincerest and greatest mailmare of all Equestria!Draw and Color Via Photoshop CS 2
Like many elements before it, this is Luna's version of element of harmony.
While Celestia's element of harmony represents good actions, Luna's version represents good intentions, which unlike good actions, doesn't always lead the bearer's consequence to good outcomes).
