While I like the orignal Pokemon well enough, it looks rather odd with the head of a llama, the body of a goose, very odd wings, widely set legs and a rocket strapped to its back end for kicks.

Yes, it has water colors but mostly only in the surroundings. The Reshiram is colored pencil primarily with just a tiny bit of watercolors to clean up a few white spots and bring out the other colors a bit.
