He is ^^ Kind of, he was rolling on the sidewalk, getting attention before I took the picture so that's bits of dry grass mostly. He's an outdoor kitty, doesn't do well inside but he stays on my porch most the time unless he lays in the sun, has a little insulated house with a big comfy pillow he sleeps in and mostly just follows us around the yard.
