it would be cool if he ambushed you the first time you encountered the boss, on the bridge or even in the forest

yeah. they did it with kalameet i don't know why they couldn't do it with sif

Well, two things could be...

1. It is known that From Software kinda ran out of development time so maybe they weren't able to put it in the game.

2. Sif vowed to watch over the grave, so maybe he did never leave it.
