A bit of both at the same time. First shape, then if its placeable somewhere, like grass, water etc. I don't follow a strict plan while creating.

Fractal forms aren't intentional in the sense of making a determined form at will. They are dificult to handle. I usually begin to scale, fold and rotate around a formula and once I see something of my interest I continue until I'm happy with some form.
So said, you can't predict the output of a shape and therefore it will always remain abstract.
Hope I stumble with some bird shapes and let it 'refine' in a given time!
