'n' PurpleSmarts said she didn't see a 2nd Quiin and Sunfall was all "Oh fuck everyone dun goofed, that means she's still on da loose!"
The Implications are that Changeling queen always migrate in groups or some shiet and since Celestia never mentioned that to anyone, we can safely say that the Celestia in that episode was a changeling the whole time and was just playing a little bit of a play to make everyone think she was legit.
Somethin' along those lines anyways.

... In one of the previous parts they're looking through the catalog of Chrysalis's attack. Sunset points out that she only sees Chrysalis, not the OTHER queen. This implies there's another Queen, one which has been around the whole time that no one knew about. The implications are that Changeling queens always attack in packs of two, one them having replaced Celestia a long time before Chrysalis made her move so that no one would be told about the 2nd queen, as shown by Twilight's ignorance of that 2nd queen. This would also explain why Chrysalis was able to beat "Celestia" so easily, it was all just a play.
Don't ask me why Shining and Cadence's "love blast" didn't send her away but I'm assuming it didn't just because she wasn't appearing as a changeling at the time.
