A really old character from a really old game ( Bust-A-Groove )...that I didn't play, but I used to watch my father ( and sometimes older sister ) play it.
[link] Originally the background was supposed to be blank white or a green colour ( like mint or a dark green that could resemble noxious gas ), but then I saw some good BaG fanart from other people and let me tell ya', Gas-O is seriously bitchin' in pink... xD

That's because I was trying to keep his looks as a youngster, hahah. I'm not into all this "grown up" BAG characters and shit. .w.
...and maybe partially because of the girly background. orz Though technically I still think Gas-O looks pretty good in all that pink. xP

I'd say it's because you gave him more hair, made his clothes tighter, and made his torso narrower, causing his hips to look wider in comparison. It's an interesting take on the character.
