Cinema 4D and very minimal post-render photoshop work
The lights are created with a special material I created that has a luminance of 400%, but there has to be Global Illumination for it to work, which ramps up the render time, but it's so worth it.
The fractured shape is just two spheres that have rigid body tags, and one is just shattered with the Thrausi plugin to 100 pieces. This render is paused at one key frame so all the pieces don't fly away because of the collision.
The shattered parts only have a default grey and non-reflective texture on them.

Nah I use a material I created that works extremely well with Global Illumination. It has like 400% luminance
