Matthew Rodriguez was a task force test subject for a project to become the fastest thing in the Galaxy. His DNA was combined with a DNA of a Citrakayah. Citrakayahs are slim human-sized aliens with blue and black fur covering their bodies. When he got the power there we side effects his body became more of a Citrakayah. Over time he met Barry Allen (The Flash) and Barry showed him the Speed Force which gave Taylor an increase in power to the point where he can turn human any time he wants. People have been calling him Fasttrack after another hero the can turn into that alien;3
