It's a derogatory term for hispanics/poor spanish speakers over here; the two biggest theories as to why they're called that is either the assertion that they swam across the Rio Grande to get into America, or that they work all day picking crops in the fields, and their shirts stick to their back from the sweat. Really terrible thing to call anyone who speaks Spanish (which in America means "Mexico," not Spain). It's the word you use when you make racist jokes.
