YES and YES.
I get rid of the outlines as soon as it's resized to my desired scale.
p.s. It's not always reduced down to 79x79. Sometimes .3% is the difference. But i usually base it off of the types of faces i see. Or sometimes if it's a good size for the body but a bad face i'll just re-position the sprite up or down so that way it'll look better.

also i read about your comment about the lighting for flipped sprites. I too have wondered about that. It's just too much work to put forth

yeah, i too get rid of these pixels after resize, also, sometimes looking at other frames dirty pixles to make normal animation with normal outline
