I dunno, that looks like a pretty pristine windsock to me! Shouldn't it be at least full of holes/torn from the amount of sand in the atmosphere whipping up?

That has to be some ludicrously strong wind and sand to tear holes in it.

With enough exposure to the sun and residual heat nylon fabric can degrade in strength over time. Doesn't need strong winds to rip it apart when gradual elemental exposure does that over years.
Let's just agree that the government used some sort of ballistic sci-fi, non-degrading, nanoweave to make the windsock out of.
