Aside from that I think it was an honest confession(unlike most), she had good intentions. She wanted Naruto to stop chasing Sasuke and let go of him, thinking he was still burdened by that promise. Whenever it was a fake confession or not, she did it for Naruto, and I think that's what matters the most.

I thought they had subdued and that she had let go of him, that she had changed from what she used to be, but then 540 came by... I really don't know, according to 540 she still has feelings for him, which really disappoints me because that means she's back to square one when it comes to her development. To me, her letting go of Sasuke would be the best development for her and I sincerely hope that'll still happen. As for now, I guess we have to assume she still has feelings for him?
