I'm a bit hesitant to give advice on anatomy since I'm no authority on it by any stretch, but since no-one else has given you feedback I'll do it anyway.

I think the book "Drawing the human head" by Burne Hogarth is a good resource to study. His drawings are stylized and exaggerated, but it makes it quite easy to see clearly too.

I'm terrible at hair too. But try to make it more three dimensional and check out the tutorials available everywhere on DeviantArt and other places on the net.

The tips I give in the picture are only as good as I can give you at my current level of understanding, but I hope they will help you move forward.
