Yeah pun intended.The most difficult part is painting the splash. I have watch some tutorials, and combine them plus added an overlay layer for the rainbow hues on the splash. The sailfish body is easy enough once you incorporate the colors of an Atlantic Sailfish(except instead of pink, the fish has yellow). Added the fins of a Flying Fish at her back. Her"bra" and the frills are made of nacre, or mother of pearl.
And why Sailfish? Remember, the sailfish is the fastest swimming fish which fits her really well. And Flying Fish? Their graceful agility when gliding out of water is unmatched except for some few cetaceans.
And this time it's not a commission

Now This I would call this awesome, the splash effect you did on this picture is a excellent work, I try to find some artwork that could have done that sort of style with the splash water work, but you was able to pull it off. a good choice of giving Rainbow Dash that fin on her back, to make her go faster in the water. the art texture of the mermaid is pretty good, but could be a little darker, seem a little bright, or it just me. but all and all I really like this picture a lot
