This is a very impressive work if I might say so. The colors are very vivid or deep when they need to be and the whole structure of the picture is harmonious, even though I would have liked that Fluttermaid didn't took that much of the picture, I feel that you could have add some little background details in order to make the picture more alive but then again it is a personal opinion.
Then, talking about details, I simply love the design of the turtle and all the little scales which composed it but I must ask why there is a part on the further fin (arm ? I need to revise my turtle anatomy) where there is none, just smooth brown skin. Maybe it is an artistic choice but I found this a little intriguing.
Continuing on the characters, I do love the fact that you made her hair floating since she's underwater. It seems that Fluttermaid is following her famous trend of having exceptional lungs (if you know what I mean /SBAFFFFF/) and it isn't a problem since it adds to her beauty as a mythical creature.
Now, my only issue with this picture is her facial expression : I don't think that she is expressive enough. I mean Fluttershy is likely to have a gentle look when doing what she does but here, even though her smile is an indication, her eyes aren't telling much. I would have closed them a little bit and I'd have accentuated her discreet smile, to my mind it is the only thing really keeping the picture to beat Rarimaid since she wasn't interacting with somepony else.

Best piece of yours in my impression. It stays within her character, the fish body completely fits her, and you nailed her cute, curious personality and expression... nailed it sir.. Hmm.. since when I comment, I usually have to make some constructive criticism and this one makes THAT difficult.. maybe having a more interesting background... like coral since this isn't a deep sea/ocean piece.
