The High Chronos Dragon is equal to Professor Paradox. How? Story-wise, they're both Guardians of the Timestream, who take it upon themselves to prevent any apocalyptic future events.
Specificly, the High Chronos Dragon evolved IN the Temporal Zone, whereas Paradox was simply trapped there. It COULD have been stronger.
