I'd suggest asking at the airport to see what the flag on the plane is that just left - and look in the almanac supplied with the game to see what country it was. But once you get there, it's up to YOU to weed them out of the crowd of striped-shirt, red-trenchcoat, striped hat or red fedora-wearing populace that they happened to have disappeared into...
