Think Rarity when she gets upset about her privacy and gets reminded by AJ that (most) ponies don't usually wear clothes.
In other words, Vinyl is simply poking fun at Octavia fussing about something that ultimately does not matter since there isn't anything to be seen that has not already been.

The bottle was on the sink (and apparently duplicated itself after Vinyl picked it up) so most likely a mane spray or perfume bottle - Octavia was unfazed by Vinyl's attempt to freak her out with that bottle so I'm guessing she knew what the actual content was.

It basically boils down to Vinyl poking Octavia for being flustered about being seen naked in the shower when she is practically naked most of the time anyway just like nearly everypony else.
Octavia's normal attire is a simple bow tie. Hardly hides anything "private" when she's out in public so her shower fussiness makes little if any sense.
So, Vinyl is having a laugh at the expense of Octavia's silly double-standard.

Many people have a hard time thinking rationally while flustered so Vinyl probably thought she could get more of a panic or other reaction out of Octavia by pretending she had something that could dissolve the shower curtains. Doesn't look like it worked on Octavia here - at least not this time.

Most ponies on MLP (Octavia included) are practically naked all the time. The joke is that Octavia is flustered about being seen in the shower when she has nothing to hide that everypony hasn't already seen. It has nothing to do with Vinyl specifically; Vinyl is merely an accessory to highlight the silliness of the thing.

I thought about it for a bit, and I think Octavia is less upset about Vinyl seeing her naked, and more upset about how the two of them are together all the time. Octavia just wants a little separation from Vinyl, and the shower is one way to do so.
