Pre-pubescent girls don't have breasts, women who have had to have mastectomies for cancer often do not have breasts, and trans women often do not have breasts. Not to mention the fact that there are innumerable sizes and shapes and volumes of breast tissue, including variations where women can have very small breasts. Try again.
And from a craftsmanship standpoint, if we're talking ~*realistically*~ here, putting breast sockets into a sheet of plate armor will cause the piece to weaken from being shaped, which will make it easier to buckle the armor with a blow and crush the chest underneath. To be at its maximum efficiency, plate metal armor needs to be as even and flat as possible.

It's not a robot. It's a goddamn Iron Man suit. A person goes inside of it, in this case an assumed female person, hence the structural modifications which are conducive to armoring the body inside of it.
