Ozai and Ursa didn't HAVE to love each other. all they had to do was have a child with both Sozin and Roku's blood in them.
... Although it kid of makes me wonder why Ozai felt like he had to convince his father to give him the throne when Zuko and Azula's great grandfathers pretty much secured it for him anyway.
