It's the uniform for the Loli Brigade in Apotheosis :3 They're sort of a female supremesis... band of twelve year olds. Mostly just the leader, all the other girls follow her and listen to what she says. They're just little girls though.

As in... most of them don't have any "true" malicious intent. It's mostly a game to them. They just listen and beleive what Tencho tells them because they are children and have no one else to depend upon a but for a twisted little girl with a grudge against humanity.
