If only there was the same amazing luminosity layer in PS ahh *sob*
Did you find an alternative when you were practising on it? The only thing that looks a little bit similar is the burning tool but it's not a layer and the result depends on the color you are working on, not the color of your palette ;--;

As for the Luminosity layer, I wouldn't use that in photoshop- it gives out a very grayish look which is horrid ; A;
There's not an optionΒ I found on photoshop that can give that really glowly look, you sort of have to make it yourself. Here's what I do:
highlight> duplicate that layer> go to filter blur options> gaussian blur (play around with the meter)> then go back to your layer options and put it as an "overlay"> merge down
and if you want it to be more glowy just keep repeating that process. It's a lot faster than explaining it 8'D

I can't do two modes on the same layer though. Also how to do the blurry thing?

You don't do two modes on the same layer, you keep clipping new layers to the previous then merging C: <33
I just use the blur tool, it's listed under number 4. I blurred the edges a little bit
