Got a brainwave and figured out the flag of Vertusia. The seven interlocking rings in the center is meant to represent the seven heavenly virtues and also a homage to angelic halos, and the radiant bands are meant to symbolize both the promise of a better future (resembling the rays of a morning sun) and purity (untainted light banishing the darkness and burning away corruption). Hope this fits the Virtuecrat Fairytale and the Vertusians.
