Description
Negas the Deceiver, like Janus the Overseer and Professor Moebius, is a fallen outcast of the Overseers, the order of primordial entities from beyond time and space who have appointed themselves to be the custodians of all of reality. The events that lead to his downfall can be found here: The Extraordinary Mythos: CosmologyHowever, though he was stripped of his vast cosmic power and banished from the Overseers, Negas was far more sly and clever than his brethren had anticipated. He had made preemptive measures for this event, and so he was able to use these pre-laid plans to create ways of clandestinely negating the attempts of the Overseers to ensure he could never corrupt another reality ever again. Thus, as soon as he reclaimed a measure of his primordial might and knowledge he set about continuing his work, assuming numerous guises throughout the universes to trick, deceive, and manipulate all. Through his machinations he empowered various conquerors, despots, and leaders with the knowledge and abilities needed to enslave and destroy the Empyreans, the inter-universal servitors of the Oversees. Without the Empyreans, Negas would be at greater liberty to do as he pleased...
He first came into contact with Earth's heroes in his forms as the Void Prophet and Mirth the Meak, both advisory figures to the opposing forces within the Trinarian System where Captain Meteor had his initial adventures. As both the Prophet and Mirth, Negas was a constant opponent of Captain Meteor, and the hero barely managed to glimpse the true nature of the cosmic malevolence that he was up against, and never made the connection between the seemingly separate individuals. He gets a similar bad feeling whenever he meets Dr. Milton Teaberry, but has yet to make any sort of connection between that man and Meteor's past adventures.
However, there are two complications: Janus the Overseer, an Overseer that has taken the rare extreme of actually entering the universe, and Professor Moebius, the seemingly human guise of Negas' Overseer victim. Negas has managed so far to elude them, and if he intends on continuing to weave his complicated, universe wide tapestry of lies and manipulation, then he will have to do something about them, before they finally start to catch on to what he is doing...

I don't have it, so just do a Google search for "starscape" or something like that and you should find it.

What, for this character? All I did was take the image of the starscape and paste it into a selection.

This guy looks friggin' awesome- I can see the inspiration from Satan in that "Mark Twain" cartoon, but shifted to look even more inhuman and dangerous. The bitchin' mask and that creepy "glowing aorta" thing on his chest (implying a lack of a heart?) really make him seem otherworldly. A super-dangerous mega-villain.

Yeah, it turned out really well. Was tough for a while trying to figure him out, but that combo of the Mark Twain Satan with Nyarlathotep and Hastur/King in Yellow art helped guide things. Probably helped that I settled on him resembling an evil version of Janus too.
