I think this exist because they can fall to the ground, same as flying type also can. So in battle if that happens, then with this you can go up again.

And yet, the Magnemite family didn't receive Levitate from DW either.
Maybe that was intentional, and Magnet Rise was added to patch that up. Same goes for Probopass for instance.
