It's always open public ground. The best times are super early in the morning (around 6 or 7) or late at night (around 8 pm) to avoid crowds and get good light. Expensive? It's completely free and it takes about 2 bucks and 10 minutes by train from Kyoto central station. It's easily the most worthwhile place to visit in all of Kyoto.

Very cool pic bro, I wonder how do you make such effect? I presume its long exposure, the camera is on the stand, but why do we only see the flash? Why dont we also see you carrying your phone?

Yes, it was a 30 second exposure on a tripod. In order to get the correct exposure for 30 seconds, we have to let very little light into the camera. This means that only bright things or station things will come out in the photo. A dark moving object will mostly disappear. And in fact, on the right sight your can see a blue wisp and actually those are my shorts being lit up by the phone.
