I'm not sure about suica on taxis, but they do work on buses and in convenience stores too. It might depend on the taxi though.

I think it's because they don't speak English and don't wanna deal with the language barrier. I get that reaction sometimes, and as soon as I speak Japanese to them it's no problem.
