That is fine, because you are colouring your own art. However it is not okay if you colour someone else's art without their permission.

It's not exactly "art" if someone just recolors a character, should have like a drawing style or fresh ideas but instead all we get is some people who just recolors horribly to well known characters and just calls it their oc's, claiming as if they had made the characters from scratch

People who claim their "recolours" are original are not real creators. I lost count on the amount of recolour characters I have found. But people need to be more original when designing their characters.

I used to be like that. Then I changed. I never used my recolored characters again and redesigned my main Oc. I am not necessarily a fan of recolors unless done correctly. Like, recoloring Amy to Blaze.

I'm very glad that I don't care for re-colours. There's for example Sonic fan characters that are like official Sonic characters. (I don't know what I have to say.)
I'm sick and tired to see the re-coloured Sonic characters been shown, so to speak. Someone watched me, faved one of my artworks and was showing the link to me to draw her OC. Meh, that wasn't cool. :/ It was a re-coloured character of Blaze. X'(
