Mitsuki Fuemiya/ Kamen Rider Scratch (笛宮美月/仮面ライダースクラッチ Fuemiya Midzuki/ kamen raidāsukuratchi) is is the fourth participant of the Desire Grand Prix of my universe where the original series's participants never existed.

Mitsuki is a gamer and streamer that goes under the nickname Icymoon_Piper online, but feels that she's not gaining subscribers or followers because of her gaming skills, but only because of her good looks and cute demeanor. she joins the Grand Prix as a ice blue weasel Kamen Rider to show that she has skills, if they're not gaming-wise, they could be fighting. She is one of the only two participants of the first game to be eliminated and not reappear in the second. It is implied that her defeat was forced because of her acting like everything on the DGP was streamed, possibly revealing its identity as a reality show.

her Raise Buckle is the ice and cooling device-based Freeze Raise Buckle (フリーズレイズバックル Furīzureizubakkuru), that grants her the power of cryokinesis, the ability of controlling ice, and the ability to freeze other people's bodies completely.

Her main finisher is the Freeze Strike (フリーズストライク Furīzusutoraiku), in which Scratch freezes the opponent's body completely before landing a typical Rider Kick and destroy them completely.
