Alright, I see which is the problem... when you installed WinRar, you included the .jar extension for WinRar to open. It happened to me years ago too, and the only solution is to uninstall WinRar. To install it correctly afterwards :3

First of all, to let you see that it IS a .jar, tell Windows to make the extensions visible. I see you have Windows10, so to do that, just check this screenshot: prntscr.com/l8jfcc

With that done, let's fix the issue

1) Uninstall WinRar and Java

2) Turn off your computer and turn it on again, to make sure the uninstalling succeded

3) Reinstall the latest Java from Java.com

4) Reinstall WinRar BUT be careful. While installing, never go the automatic way. Go slowly and in one of the screens it will ask you what extensions do you want WinRar to treat as theirs. The easiest way is to UNSELECT ALL and then manually select ONLY .rar, .zip, .7zip and few more you think are useful for you.

5) You can restart again if wanna, just in case. And afterwards, try a Shimeji <3

May seem long but this can be done in 15min as much :3 even less if you have the programs ready!

Submit the screenshot somewhere and link it to me. Like in deviantArt Stash, or deviantArt Scraps, or Dropbox, GoogleDocs, TinyPicture, there are lots of sites... you can also use a simple program like Lightshot, which allows you to screen and have a link in a second.

I personally use a python script that transforms japanese action and behaivor files into english, but it's bit impractical I guess.

Did you uninstall your current java first? If you didn't, uninstall and restart your computer to make sure the whole Java is out before you install the new one.
