I use Paint Tool Sai. First I make a sketch, then I draw the lineart. I set the lineart layer as "selection source" and then colour it in on different layers, using the fill bucket on setting "selection source". I use a lot of gradients with airbrush. Later on I add my glitter and add a glow to the lineart - and thats pretty much it!
