That could just be playful behaviour for the photo.
Besides, she basically just a human with cat ears, wears clothing and I don't even see a cat tail, which most other catgirls (and catboys for that matter) DO have... XD

Yup, it might be so. And yup again, there's no tail to be seen. Maybe the cat ears are just a head ornament ...?
But I disagree with you about her wearing clothes. That's lingerie.

Well, it was about going out - like on the street - not to the swimming pool, and lingerie, not bikini, the latter not being underwear. Also, it was never about the amount of exposed skin.

Well, regardless it's not about going out in public.
It's just about lingerie being a type of clothing, though I doubt many police officers would stop her going out in lingerie anyway.
It still covers up all the important stuff, it's just a little unorthodox...
