even though i absolutley hate foxy i can say mangle has teeth that are way sharper than foxy's.
so mangle did it in front of foxy, ran away and a worker thought foxy did it because the child was in front of him which is why he got out of order.
but that's just my theory

Mangle did do it. Couldn't have been Foxy due to fnaf 2 being a prequel.
I can explain I've found out from someone who put together the facts.

it couldve been mangle since foxy would have been in the repair closet or something (kid's cove?) during 1987 since thats when fnaf 2 takes place while fnaf 1 takes place in 1990=1994, mangle would've been performing-but one problem, mangle's neck is all messed up so it probably couldve been foxy since he is the closest among the two to being fine, just needs minor maintenance

Mangle like Foxy was seen as a joke by the kids both being off stage animatronics. Mangle was designed to interact with the kids. One kid started tearing her apart and the other kids joined in. I think it was day 6 when you are told to do the day shift and stay

one phone call says he gets moved to a day shift and must stay close to the animatronics. So him being the Night Watch does not matter.
