It's said by Goosefeather, that Tigerstar wasn't even supposed to be born, and Bluestar's prophecy is basicly about protecting the clan from Thistleclaw. So if there was no Thistleclaw, there would be no Bluestar's Prophecy, and Bluestar wouldn't have been leader.
