It might take the page a while to load.This is a tutorial that explains what I do whenever I do clouds on GIMP. It's not as hard as it may seem; it only takes me about ten minutes when I'm doing it myself.

what version of gimp do you use and do you need a new layer for the clouds or do you just keep the clouds as background?

I have Gimp 2.2.13, and whenever I do this I usually use seperate layers for the clouds and the background.
