FRANKIE is known as the primary distributor of Velvets. He helped to invent it with other Trench doctors, and made it a legal pharmaceutical drug for Unnatural Elementals. He allows other Unnatural doctors licenses to sell the drug.

Frankie lives and works in The Trench, attending to a number if Epoch members' health needs. With the recent opening of Aegis to Unnatural elements, FRANKIE has joined the agency, being granted Head of Science in order to better manage the new elementals for Aegis. He has unknown ties with DOLORES ESPINA, which is the reason for this.

With his position in Aegis, he has utilized it to make velvets available to all of Glenys City to help Unnaturals out there who otherwise might not have been able to get it. He is still hesitant to let any Natural elementals distribute the drug without his supervision and consent, afraid that it would be used in the wrong ways.
