the first time I saw the image it was completely still then I looked directly at the static and it looked like it was moving

Actually, it is moving. I took a screenshot and compared it to the original thing. The original was going blurry every few seconds, but the screenshot wasn't, so the picture must be pulsating. It wouldn't be hard to do, there are two pictures just like this in the original comic: one is blurry and one is not. They'd just have to merge them together or something. I don't know how GIF's work.
