There's actually a lot more going on in this particular military fanfic, some of which tending to be pretty heavy-handed in nature (the pokémon above were part of a scrapped military uplift program, and one of the main characters is a former child soldier for instance). In a way, I've largely been influenced by Metal Gear Solid series and XCOM, as well as movies like Blood Diamond, Tears of the Sun, and Machine Gun Preacher, while putting together the alternate universe this takes place in.

Nope. In fact, there are a lot of things called "Zero Hour " outside of that game expansion.
As used in the title of this piece, the term is referring to the start of the featured unit's mission time, marked by them disembarking from their VTOL in the AO.
