I personally have not seen a hall monitor or had one in my primary or secondary school at all. please tell me what kind of job they do because I live in the UK and I don't know very much about American schools are like

Essentially, a hall monitor is a chosen student (or member of staff) who maintains order in the hallways of the school and busts anyone for causing havoc or being out of class when they should. In British terms, they're students "on duty".
Given that Dr. Eggman has been confirmed to be the principal of the Mobiversity by Nuttyrabbit, Metal Sonic is at least the most obvious choice for the job.
