Materials:
- the crown of a hat that fits you with a wig on (like a baseball cap with the brim cut off)
- spray adhesive of your choice (Super 77 or whatever foam spray is cheapest at the craft store)
- 1" upholstery foam for main cylinder of hat
- 2"-3" foam for the "horns" (or you can just sandwich pieces of the 1" foam together with Super 77)
- the poofiest quilt batting you can find
- some craft foam
- a piece of pipe insulation (it's like a thin pool noodle)

Once you've got the body of the hat sculpted, you'd make the pattern for the fabric covering with tape, like making a duct tape dressform. Wrap the hat in saran wrap or bits of plastic bag, cover the plastic in pieces of tape (duct or packaging) to get the contours, draw the lines of the design on, cut along lines and add extra cuts until you have pattern pieces that lie flat.

I'd make the little charms on the ends out of craft foam instead of Sculpey to keep weight down/prevent stuff from getting broken.
