Well, they adressed it as a "he" before.
But I've noticed too that, in a movie Jirachi is adressed as a 'She' in my language, but as a 'he' in English. So it just really depends on how you interpret it.

Well in the games, Mew is implied to be female, because instead of being cloned like in the anime she was artificially inseminated and gave live birth instead of lying an egg.
