Beware of huge size XD. I am no pro, I am not perfect, and so is this tutorial. This tutorial is only meant to show how I colour, that's all. You should know some basic functions of PS already before looking at this tutorial.Here is part II, if you have any questions, feel free to post them in the comments.

not particularly for each colour, but for each object (like skin, clothes, hair layers)
The tutorial drawing had about 30 layers XD
but you can do it without layers as well, it's just a lot more erasing, that's all ^^

Very nice tutorial, although you got your complementary colors mixed up -- yellow and purple, and orange and blue are complementary pairs.
