It doesn't matter if you're a novice thief or a career criminal (or even just appear to be one). When the law is the doctrine that is treated as above all, for one reason or another, those who uphold it will be brought by degrees to enforce it.And if you happen to be a minority population (perceived or actually), an oppressed one at that, all the better. After all, there is no crime that cannot warrant a greater consequence than seems fair, and no shortage of excuses that justify said punishment.
Petty crimes in this fantasy olden times are far from an uncommon occurrence, and are usually just treated with simple easements. Payment for damages and such, though if the crime can be properly solved, like returning stolen goods, then an effort will be made to reclaim said items, to some degree. People with money hate loosing it, so if a daimyo can avoid emptying their own coffers to solve the grievance they should at least try.
But if the criminal should be from an outcast community? That needs to be addressed immediately and firmly .
After all, we can't let them think they're above their station.
Such is the circumstances by which most top-down authority systems exist and thrive on, and so is the fate of those at the bottom of it.
But over a long enough time line, and with no small amount of effort, such systems will not last...
