Bound in irons or not, when you have to scrape by to make a living, you can just as easily break by to make a living.
Peaceful lives for Beastkin out side of Kaesu's valley is a rarity, and not a life style long for the world , unfortunately. So out in the fields, they fight for their meals. And because the wider world is experiencing it's own time time of plenty, specifically because it's built on the back of very targeted deprivation, why shouldn't they take a little? There's sure to be more than a few independently wealthy individuals or farmhouses with a number of things they won't notice are now missing.
And if things go loud? Well...they're lives are already sort of on the run as it is, so they're good enough at it.
But as a certain story in another part of the world reminds us; there is a risk in flying too close to the sun .
