Blue Jays are very easy to attract to your backyard by offering whole roasted unsalted peanuts. Put them in a tray/platform feeder, put them in a pile on the ground, put them in an open feeder attached to a tree trunk, place them on a deck railing, or get a special feeder made just for whole peanuts. As long as they can see them, they'll come for some.
