Honestly, the way how you've presented this piece in a sort of "pop art" style is brilliant as it shows off and portrays RotomDex's personality flawlessly! The colours, shading technique and all of the fundementals is on point and I simply adore it! Great job in demonstrating the attractive features of RotomDex I think I can say that you have show that it is NOT an annoying Pokémon!

I know what you mean. I always refer a Pokémon to whatever gender they look like to me. But then there are Pokémon I just can't determine, like Mew.
